Unattended House – Utility Payments

Are there any Municipalities that forgo Utility payments from customers that have an unattended house? Examples would be: Snow Birds that leave for the Winter, Illnesses & Hospitalization, House Sold and will be empty for a time frame.
If you do allow this, do you have an Ordinance or Resolution and can I have a copy?

    In Upton, we have a Seasonal/Snowbird Policy and have discussed implementing a static fee for any property with water service, regardless of activity. I will email a copy of our policy.
    As far as hospitalization or illness, that’s something the customer needs to work out before if possible or an advocate for them needs to do so if they can’t. We live in small enough towns that we are far too familiar with other people’s lives, but having a policy in place that treats everyone the same, while also using discretion, seems to work best.
    Same for the sale & purchase of homes. Just be consistent.

    In Encampment we do not have any breaks for seasonal residents. Our ordinances specify that base rate are due regardless of use or occupancy. Those residents have the expectations of services that are maintained in good working order when in use.

    “In the event a Consumer leaves for an extended period of time, Consumer may request disconnection of water service and connection of said service upon return. Disconnection and connection fees will be assessed to Consumer; however, no additional monthly fee will be assessed for the duration of the leave while there is no water service. The disconnection and connection fees will be set out by Resolution.”

    In Greybull we have a snowbird/inactive rate. For the water service the rate is $32.38, sewer $13.80, garbage $16.90 and they continue to pay the mosquito abatement charge. The water is reduced minimally while the sewer and garbage are roughly half the active rate. This is per ordinance.
